Twenty-eight years experience directing and managing program and project management teams for production and manufacturing, development programs, and project control systems. DoD experience includes more then ten (10) years active duty and National Guard service, and thirteen (13) years managing DoD projects for the Air Force, Navy and NASA (Thiokol).  Conducted In-depth systems analysis, improvement implementations, lead-time reductions, inventory reductions, improved on-time delivery, and overall system improvements.  Experience also includes extensive training an curriculum development for systems analysis, process improvement, program development and planning, project control systems, strategic and tactical operational planning, and quality improvements.  Improvement techniques include Theory Of Constraints (TOC), Critical Chain Project Management (CCPM), Supply Chain Management (SCM), Statistical Process Control (SPC), and technical and project problem solving concepts.

§   Conducted in-depth business system analyses, using TOC methodologies to determine and isolate business system constraint(s), then develop and implement the necessary project tasks and scheduling to overcome the constraint and generate positive results.

§   Provided direction, planning, scheduling, and guidance to improve company performance by reducing product/project lead-times, reducing work-in-process inventory (WIP), Improving product quality, improving cash flow, and increasing throughput. 

§  Conducted in-depth system analyses, using TOC methodologies to determine and isolate system constraint(s), then develop and implemented project planning and scheduling to overcome the constraint and generate positive results.  In some cases, system improvements increased by 200%.

§   Organized and managed internal product/project improvement teams.  Defined objectives, developed schedules, reviewed planning and monitored budgets.  Reviews to measure progress towards the objective.

§   Decreased average project lead-time by 60% while simultaneously increasing number of projects.

§   Designed and implemented process improvements, decreasing scrap from 28% to less than 1%.

§   Developed and implement a distribution and replenish model that improved on-time performance by 80%.

§   Developed an Internal Operating Strategy that allowed the company to grow from $10M a year to just over $28M in 12 months, with little or no capital investment.

§   Designed and conducted training classes, seminars, and workshops to improve customer and employee knowledge of Theory Of Constraints (TOC) thinking processes.  Teaching the common sense approach to problem solving.

§   Developed methods and conducted systems analyses to synchronize the production system with scheduling and market demand.  Reduced production lead-times, on average, from weeks to days

§   Developed and implemented a Distribution and Replenish Model for accurate control of Finished Goods Inventory and Raw Materials Inventory.

§   Directed and managed day-to-day Program/Project teams for DoD projects, including project engineering, projects controls and scheduling, manufacturing engineering, design engineering, process engineering, quality engineering, systems engineering, finance, contracts, and test engineering.

§   Provided program and project management to a variety of Air Force, Navy and NASA R&D programs.  Directed program/project planning, scheduling, cost management, subcontract management, and when required, facility construction.

§   Conducted project design reviews, schedule and process reviews, technical reviews, and technical program reviews with internal management and customers.

§   Managed programs and projects to meet schedule objectives, technical objectives, customer requirements, and conduct programs within schedule and budget restrictions.

§   Successfully implemented effective program management methodologies for day-to-day program activities, including technical direction, scheduling, project control, subcontract management, financial reporting, material acquisition, teaming agreements, and contract negotiations.

§  Managed development team for the Performance Measurement Control System.  These systems established formal procedures for planning, scheduling, authorizing, reporting, analyzing, and controlling program work within cost and schedule constraints.
